Responsibilities:

As a Senior Program Manager with MTSI, you will support the Air Force Tactical Exploitation of National Capabilities (TENCAP) office who will assist with analyzing and preparing draft recommendations relating to prototype development for Government consideration. You will assist with writing, reviewing, and editing program and contractual documentation with the goal of ensuring prototype development projects and will participate in fact-finding and support the acquisition development process. The candidate will assist in developing acquisition and test strategies and prepare acquisition and contractual documentation/products in support of various Department of Defense customers and Air National Guard Air Force Reserve Command Test Center (AATC) in Tucson, AZ.

Primary responsibilities are to:

  • Assist, and if needed, direct, the exploration and potential integration of intelligence community (IC) technologies on AATC weapon systems through the Air Force Tactical Exploitation of National Capabilities (TENCAP) program.
  • Coordinate acquisitions activities across associated planning teams and coordinating the research and development of classified technologies to meet rapidly evolving mission requirements. This will require the candidate to liaise with the IC, vendors, and government units to preparation and execution of test events.
  • Apply principles, criteria, procedures, rapid prototyping and fielding authorities of Department of Defense Directive (DoDD) 5000.01 and DoDI 5000.02 as well as the policies and processes of the AF TENCAP and AATC.
  • Manage all integration issues that arise from the various reviews, evaluations, and assessments IAW DoDI 5000.02, the Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, and other prescribed statutory and regulatory references.
  • Work closely with the AATC Test Directors, TENCAP Project Managers, various system program offices, and industry vendors to formulate and implement commercial off-the-shelf and developmental improvements.
  • Have a firm understanding of the operation, tactical applications, and interfaces Air Force Reserve and TENCAP systems, including air, cyber and space.
  • Directly support TENCAP and AATC in the development of advanced combat systems from cradle to grave in an independent, high-energy environment and will operate in multidisciplinary teams of industry, government and military personnel consisting of engineers, analysts, scientists, pilots, and aircrew.

Qualifications:

  • Minimum 15 years’ experience in program management.
  • Must have a strong ability to work in a team environment with demonstrated leadership and customer interface skills.
  • Should have good analytic skills and be capable of operating in a multi-tasking environment.
  • Must have strong verbal and written communications skills; experience with DoD customers; extensive systems acquisition experience, to include statement of work, acquisition strategy, DD-254 and test report writing.
  • Must have a can-do attitude and be self-starting, ambitious, and hard-working.

Qualifications Desired:

  • DAWIA Program Management Practitioner certification or equivalent; Advanced certification.
  • System acquisition, military operational and/or developmental test experience.
  • Project Management Professional (PMP) certification.
  • PM in a systems program office (SPO).

Education Requirements:  

  • Bachelor’s degree or Master’s degree in a related field.

Clearance Requirements:

  • Eligible for TOP SECRET clearance with Sensitive Compartmentalized Information (SCI) and Special Access Program (SAP) eligibility.
  • U.S. Citizenship is required for this position.

Travel Requirements:

  • Occasional travel in CONUS up to 10%.

The pay range for this position in Colorado is $135,000/year to $172,000/year; however, base pay offered may vary depending on established government contract wages, job- related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
