Responsibilities:

The Space Subject Matter Expert (SME) to provide Systems Engineering and Technical Assistance (SETA) in support of the development of the National Space Test and Training Complex (NSTTC) for the United States Space Force (USSF). The candidate will apply their space knowledge and experience to support the development of a capability to evaluate systems and subsystems during development, procurement, integration, and sustainment into the cloud with a series of models and capabilities for Test and Evaluation (T&E) and training tasks, and advanced principles, theories, and concepts for highly classified systems, while also effectively communicating complex results with management and executive leadership.

Your essential job functions will include but may not be limited to:

  • Work independently for the customer at a client site, must be able to maintain requisite Security clearances and accesses.
  • Be familiar with DoD and USSF T&E and training policies, processes, and procedures to support the design, integration, and planning for analysis tools for the NSTTC to assess the performance of space systems, subsystems, and equipment, as they progress through the various acquisition phases, milestones, upgrades, operations and sustainment.
  • Assist in the requirements development, designing, planning, integration, and analysis of the NSTTC cloud capabilities, and the verification and validation (V&V), including any applicable military certifications and procedures, to assess the performance of installed digital, virtual and constructive space systems, subsystems, and equipment.
  • Assist in reviewing/developing/updating applicable program documentation for NSTTC management requirements across the full spectrum of actions required to award contracts to include, but not limited to pre-award documentation, development of evaluation criteria, evaluation of space system contractor proposals to ensure compliance with programmatic requirements, and post-award documentation actions with a properly signed and approved Non-Disclosure Agreement (NDA).
  • Support development of documentation and presentation materials as requested or necessitated by programmatic limits based on cost, schedule, and performance.
  • Perform an advisory role, as required, for program space system contractor source selections on T&E management related requirements.
  • Support all aspects of the platform enterprise and individual test program activities as needed, including interaction with other test organizations including but not limited to Combined Test Forces, Office Secretary of Defense or the Director of Operational Test and Evaluation, and the operational testers.
  • Recommend, assess, and assist in analyzing requirements and objectives, T&E concepts, strategies, and plans.
  • Provide technical analysis support in planning, conducting and participating in Program Management Reviews (PMRs), Test Readiness Reviews (TRRs), Technology Interchange Meetings (TIMs), Interface Control Working Groups (ICWGs), System Requirements Review (SRR), configuration management reviews/audits, and other technical/programmatic forums as required.
  • Assess, evaluate, and assist in analyzing strategies, requirements, and objectives for issues that specifically impact the availability, performance, safety, interoperability, or capability of the space system or subsystems.
  • Support the performance of tradeoff studies and recommend alternative strategies and approaches to the government.
  • Provide recommendations on integrated data processing, software, and analysis considerations.
  • Assist the Government with the determination of capability and availability of major DoD and civilian test and training resources and facilities and in scheduling and securing required said resources in support of project/program office objectives.
  • Provide recommendations on adequacy of data collection methodology, instrumentation, and procedures, format data to facilitate computer processing and analysis, and perform data reduction.
  • Provide on-site improvement recommendations to Government officials applying working knowledge of data analysis using modeling and simulation techniques, computer simulations or other methods as necessary to recommend changes in testing and training techniques, procedures, or to identify potential areas for further investigation.

Qualifications:

  • Minimum of 14 years’ experience in the space community performing systems engineering and acquisition management activities in the Government (military, civil servant or contractor).
  • Minimum of 10 years’ experience or assignments specifically in support of DoD acquisition programs.
  • Minimum three (3) years of experience providing a lead engineering role for a relevant space development or sustainment effort.
  • Familiarity with USSF operational systems and subsystems.
  • Skill in collaborating and networking across the USSF, Air Force, and intelligence communities.
  • Experience with space support to military operations.
  • Proficiency in reading and interpreting requirements documents to identify, communicate, and synthesize key aspects for current and future projects.
  • Ability to work independently with minimal daily oversight and dynamic tasking from multiple projects.
  • Skill in synthesizing information to understand and communicate challenges in order to find and relay answers to leadership and teams.
  • Self-starter with willingness to chase down answers, and network with the community to solve hard problems.
  • Proficiency with Microsoft Office Suite and the use of an electronic government authorized information management system, collaboration portal, or integrated data environment (IDE).

Clearance Requirements:

  • Active TS clearance with SCI eligibility.
  • U.S. Citizenship is required for this position.

Education Requirements:  

  • Required – Bachelor of Science in Engineering, Physics, Mathematics, Computer Science, or Engineering Management
  • Highly Desired - Master degree from an accredited college or university relevant to their area of expertise limited to the following: Engineering, Physics, Mathematics, Computer Science or Engineering Management

Certification Requirements: 

  • Shall have relevant engineering and acquisition management certifications and/or experience.

Location/Travel Requirements:

  • Full-time, on site in vicinity of Colorado Springs, CO and will require travel up to 25% of time within the continental United States.

The pay range for this position in Colorado is $164,000/year to $240,000/year; however, base pay offered may vary depending on established government contract rates, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. This information is provided per the Colorado Equal Pay Act.
